US and Russia agree in Riyadh on teams for Ukraine talks, with Kyiv absent

US Secretary of State Marco Rubio and Russian Foreign Minister Sergei Lavrov met on February 18 at Diriyah Palace in Riyadh, in the first high-level talks between the two countries since Russia's invasion of Ukraine. The US delegation also included national security adviser Mike Waltz and special envoy Steve Witkoff, and the Russian one Kremlin adviser Yuri Ushakov.
According to the State Department, the two sides agreed on three tracks: restoring the work of embassies, setting up high-level teams to negotiate an end to the war in Ukraine, and exploring economic cooperation after an eventual peace.
Without Ukraine and Europe
Neither Ukraine nor the European Union was invited. President Volodymyr Zelensky postponed a planned visit to Saudi Arabia and said Kyiv would not recognise decisions made without it. European leaders held an emergency meeting in Paris the day before.
