Qatar seeks backing for draft that could revive direct US–Iran talks within days as Trump rules out immediate strikes

Qatari mediators are seeking Washington's and Tehran's backing for a draft agreement that could restart direct talks "within days", Reuters reports. The draft sets out a three-day sequence of confidence-building steps, and mediators expect the parties' responses within 36 hours. Before reopening the Strait of Hormuz, Iran wants an end to the US naval blockade, sanctions relief and the release of frozen funds.
Trump said the US has no immediate plans to strike Iran, easing fears of post-election escalation. According to Axios, however, the US military is "finishing preparations for a possible resumption of major combat operations", noting that preparations are not an order. Trump is weighing three options: strikes, a deal or continued economic pressure; Vice President Vance favours a deal, while CIA Director John Ratcliffe and Treasury Secretary Scott Bessent favour keeping the blockade.
Tankers and a drone
Iran's Revolutionary Guards claim that on November 4 four tankers attempting to pass through a "prohibited passage" south of the strait struck mines and are still burning. The ships' names, flags and any casualties have not been released, and the claims have not been independently confirmed. Iran also says it shot down a US MQ-1 drone near Qeshm island, which the US struck on Tuesday.
