Representatives of the US, Ukraine, France, Britain, Germany and NATO met in Brussels on November 5 to discuss security guarantees for Ukraine and Europe's security architecture, RBC-Ukraine and Ukrinform report. The day before, talks covered Ukraine's "Prosperity Plan" and its 2027 financing, with the European Commission and the World Bank taking part.

"Today in Brussels, the US held productive and substantive discussions with Ukraine, NATO, and our European partners on two essential and interlinked elements of a lasting peace: security guarantees for Ukraine and a broader European security architecture," US Special Envoy Jared Kushner wrote on X.

Five goals

Five goals are on the table: permanent security consultations, reliable crisis communications, greater military transparency, reciprocal steps to reduce escalation risks, and a lasting European security framework. Kushner says "no country would have a veto over another's sovereign choices" and that NATO "will remain central to European collective defense". Ukraine's National Security Council secretary Rustem Umerov said guarantees must work in practice, not be a "political declaration".

Abu Dhabi

The first trilateral US–Ukraine–Russia talks since February are scheduled for November 10–11 in Abu Dhabi. Kremlin spokesman Dmitry Peskov said on November 3 that Europe cannot take part, that guarantees "can only be mutual", and that Vladimir Medinsky will lead Russia's delegation.
